      <image:caption>Calm Engineering was appointed by Kingswood Parish Council to undertake a detailed flood risk review of the proposed new development of 59 houses and to inspect and review the implemented drainage schemes for the previous developments. The key aim of the project was to provide recommendations to the parish council on the suitability of the proposed drainage strategy to effectively manage flood risk. As part of this assessment we undertook a detailed desk top study to review all existing reports and assessments in the vicinity of the site, as well as undertaking a detailed walkover survey. The site lies in the middle of a relatively steep catchment, with greenfield areas uphill and residential development downhill. The soils are predominantly clay so surface water infiltration is minimal and overland flow routes are predominant. This was evidenced by the ditch systems and water-logging issues experienced across the area. We concluded that there were considerable gaps within the application submission with regards to the understanding of the existing drainage system (ditches and overland flow routes), its connectivity and condition, historical flooding incidents and potential flood risk to the development itself and adjacent sites. The application was refused and eventually went to appeal later in the year. Calm Engineering was asked to appear as an Expert Witness on behalf of Kingswood Parish Council. We provided all supporting documentation for the appeal and liaised with the barrister on the key issues to be addressed. During the 3 day process, we successfully negotiated changes to the drainage scheme for the benefit of the village and the biodiversity of the various existing ditch systems, without ever needing to step onto the witness stand.</image:caption>

      <image:caption>Calm Engineering secured £100,000 of SRA funding in 2019/20, on behalf of Mendip District Council, to undertake a catchment wide view of the potential flooding issues associated with non-main river watercourses and culverts within the district area. The primary objective was to look at ways in which we could deliver smaller catchment projects that reduced flooding and improved resilience to climate change whilst also providing additional environmental benefits at a community level. Calm Engineering has been providing the project management services, commissioning specialist consultants to deliver the initial phase of this work, and engaging key partners for delivery and prioritisation of sites. We have identified 83 sub catchments in total to inform our future work programme and have been working closely with a multitude of partners to gather information and ensure coordinated delivery of projects with a common purpose. 23 priority sites have been identified for further review and we will be coordinating our funding approach to each site, guided by the partners who benefit from each of the schemes.  One of these sites, Rode, has already been developed into a stand alone project that we secured an additional £180,000 of SRA funding for in 2020/21.</image:caption>

      <image:caption>The challenge of this project was integrating pre-existing structures and features within the school grounds into a more cohesive scheme. The existing pond, situated immediately adjacent to the building, had already begun it’s restoration by a local landscape gardener and was being utilised as the main outflow for roof drainage. Whilst we could not move the pond, we did see an opportunity to further enhance the school's outdoor space and provide education opportunities for the children with additional SuDS features stemming to and from the pond.</image:caption>

      <image:caption>The surface water drainage strategy was conditionally approved subject to detailed design. Whilst the FRA and strategy were considered acceptable for managing the flood risks, our inspection of the implemented scheme showed that the planning conditions had not been upheld through the construction of the drainage design with regards to the mitigation proposals for the land bund, drainage ditches and pond. Calm Engineering advised that the issues highlighted within our report be investigated and rectified by the current owners of the land to ensure that the system being handed over to Kingswood Parish Council had been correctly implemented and that it had the capacity to deal with the pluvial design flood flows defined in the FRA. We were concerned that, prior to any sign over of maintenance and management responsibilities, Kingswood Parish Council should be satisfied that the risk of potential flooding as a result of inadequate implementation of flood mitigation proposals did not become their liability. Calm Engineering provided expert support to the council in their negotiations with the landover to rectify these issues, in consultation and collaboration with the District Council Drainage Engineer. The Council were then able to adopt these areas following submission of detailed maintenance plans and rectification of implemented works.</image:caption>

      <image:caption>Stage zero refers to the likely channel form prior to human disturbance of the landscape and floodplain. The key benefits of restoring to stage zero are significant and include: Reduced downstream flood risk – reduced conveyance and maximum flood attenuation Improved drought resilience – through increased water retention, which allows the subsequent slow release of water during drier periods Increased floodplain and wetland biodiversity Water quality improvements – the anastomosing system acts as a net store of sediment, reducing downstream sediment flux and associated nutrient enrichment. As part of the Mendip Catchment Strategy review, with support from the Somerset Frome Catchment Partnership, we saw an opportunity for Mendip to broaden the scope of our Natural Flood Management within the catchment.  We therefore commissioned a separate pilot study to look at the potential for Stage Zero sites within the priority sub catchments already identified within the wider Mendip Catchment Strategy. Hydromorph, a specialist geomorphological consultancy and a key collaborator of Calm Engineering, has been pioneering this approach to flood risk management in the UK.  The main aim of the pilot is to identify sites where we might be able to reconnect the watercourses to the floodplain. The outputs from this study will inform our approach to catchment wide natural flood management and will inform the scope of works we implement as part of the catchment strategy.</image:caption>

      <image:caption>The key aims of this Project were to: Ensure a collaborative approach with all Local Planning Authorities Encourage uptake from developers Ensure that surface water drainage is considered at the earliest opportunity to maximise the potential for innovative SuDS schemes Simplify the process for developers and Wessex Water Staff to enable easy implementation The focus of our approach to this project has been to educate our Client on the importance of the standards and processes for adoption, how important implementation and inspection will be to successful delivery, and the potential for real social, economic and environmental change within our living environment should this be delivered in the right way. We were able to bring to bare our wealth of experience working within local planning authorities to inform the project direction. We have collaboratively worked with all departments within Wessex Water to understand their processes and procedures in the development of a succinct SuDS Policy document (which is currently published on the Wessex Water website - provide link?). We have been working with partners in the local authorities to coordinate with the planning process and emerging SuDS Guidance and policies within each local region. One of our biggest challenges has been to find a coordinated approach across the whole of the Wessex Area.  Different LLFAs often have different standards/ policies with regards to SuDS. To overcome this, Calm Engineering proposed to deliver a suite of workshops over the course of 2020/21 to input valuable feedback from the LLFAs into the guidance and policies already drafted. We felt that the key to this process was to adopt an adaptive approach, using the documents as a ‘working draft’ to enable true collaboration to be realised.  Through 2020/21, Calm Engineering will continue working with Wessex Water through the process of adoption, providing expert support and training, running workshops for the local planning authorities and feeding back into the SuDS policy document and internal processes. We hope that we can really start to affect change through this work and provide Local Authorities with the teeth to push for better SuDS schemes for all developments.</image:caption>

      <image:caption>Mendip District Council Prior to our current role with Mendip District Council, we developed a training programme for the drainage team to enable them to fulfil their statutory obligations. We then provided mentoring support to staff as they bedded into their new role. We now fulfill the role of Land Drainage Officer on behalf of Mendip District Council responding to all minor applications and supporting the LLFA, where required, on major applications. We also provide technical input for development of drainage policy, local plan development, neighbourhood plans and Strategic Flood Risk Assessments. Somerset County Council (LLFA) During a transition period within the Council, we were employed by Somerset County Council under a short term contract to provide consultation support for all major planning applications. We continue to provide ad hoc support, building strong relationships with the planning team to further facilitate our continued work within Mendip(who also sit within the LLFA area). Wessex Water and Mendip Council are key stakeholders in the development of the SCC SuDS Guide. Calm Engineering have been working together with Somerset County Council and their consultants, JBA, as a dual representative of both organisations. The key aim was to deliver a guidance that provides clarity and purpose to the delivery of SuDS schemes and pushes developers and consultants to do better.</image:caption>

      <image:caption>Calm Engineering secured £180,000 of SRA funding on behalf of Mendip District Council to develop and deliver a flood risk management scheme for the village. The key focus of the scheme will be to reduce the overall risk of flooding whilst also providing opportunities for education, reconnection with water and more biodiverse green spaces. This was one of the first priority sites identified as part of the Mendip Catchment Strategy. The proposed de-culverted section passes through school grounds so there is a huge opportunity for connection and collaboration with the school and it’s pupils as part of their curriculum. Calm Engineering are keen promoters of STEM subjects and so this project is a huge opportunity to sell the excitement of engineering with the next generation. The works identified will include CCTV surveys of the existing system, repair and maintenance, de-culverting sections of the watercourse, enhancing existing attenuation features, introducing additional green features together with tree planting and consultation with landowners on land management practices. This is a multiagency project and will be delivered over a 4 year programme to allow for investigation, development of design, tendering and construction. Calm Engineering are providing the Project Management services on behalf of Mendip District Council to steer the project and co-ordinate with all partners.</image:caption>

      <image:caption>SuDs (Sustainable Urban Drainage systems) and the associated manual have been around for many years and yet piped solutions are still common. We’re committed to promoting SuDS across our urban landscape; whether it is a new development or retrofitting to an existing one. Designed sensitively and in tune with the natural water flow pathways, SuDs can greatly enhance the way a development feels. For new developments, it can create a more organic layout for the site with green surface level conveyance routes and more green open spaces throughout. If we could adopt a similar approach to the way we deal with highway drainage, think how different our roads would feel with rain gardens, trees and plants traversing the network. It is part of our mission to educate our clients on the importance of SuDS as a means to manage surface water and show that a more consistent approach to implementation and long term maintenance of these SuDS schemes is paramount to the long term sustainability of these assets.       <image:caption>On behalf of Mendip District Council, our Client, we secured funding through the Somerset Rivers Authority (SRA) to undertake a detailed review of the drainage in the village. The purpose of the review was to investigate the causes of surface and foul water flooding within the village of Beckington and to determine appropriate options to reduce flooding and increase resilience whilst also enhancing the local environment and improving water quality.  Various drainage surveys had been carried out in the past for Wessex Water (WW) and Somerset County Council’s Highways Department (SCC). A review of these early surveys revealed a number of significant gaps in our understanding of how surface water runoff, following heavy rainfall, is conveyed through Beckington, and how different areas are, or are not, connected together. Calm Engineering co-ordinated and supervised the additional surveys through 2019 and 2020 to supplement the information from WW and SCC Highways and to fill the gaps identified in our understanding of the drainage network. We then used this information to identify deficiencies within the drainage system that were contributing to flooding within the village, so that solutions could be identified.  Potential solutions include options that will reduce surface water runoff from roads and fields (via attenuation); improvements to highways drains and culverted watercourses (condition and capacity) and the disconnection of foul sewer misconnections to improve capacity and reduce the risk of foul sewer flooding. Calm Engineering have now been appointed by Mendip District Council to coordinate the delivery of the proposed solutions through multi-agency collaboration and secure the required funding for delivery through 2021/22.</image:caption>

      <image:caption>During our initial assessment we noted various issues that we felt could benefit from a wider multi agency approach looking more broadly at the catchment. Particularly given that the lines were blurred with regards to ownership of the various assets and that these often had shared responsibility or no-one claiming ownership at all. Calm Engineering secured £10,000 of funding on behalf of Mendip District Council, to undertake a feasibility study to assess the overall condition of the watercourses and structures within this small catchment, review the effectiveness of the road gullies and culverts and propose solutions for improving the flood management of the catchment.  The greatest challenge for this project will be ensuring that the interests of all the different organisations and landowners are addressed and incorporated within the emerging solutions. Any proposed solutions will then be delivered through a multi-agency collaboration, funded through the SRA and other partners. We will also be working closely with the Brue Catchment Sub Group (of which Calm Engineering is a member) who are also looking at the wider river catchment to determine if this project can sit within the emerging Brue Catchment Action Plan.</image:caption>
